Celebrating the flourishing success of Kern County’s business
community, the Kern County Hispanic Chamber of Commerce (KCHCC) is proud to host its annual blacktie awards dinner, Saturday, February 3, at the Bakersfield Marriott at the Convention Center starting at 6
p.m.


This year’s event is sold out. The annual black-tie event will honor local professionals and businesses, in
their service to others, uncovered success, growth and perseverance over the past year. In addition, the
dinner will recognize the 2024 Board of Directors for KCHCC and the Kern County Hispanic Chamber of
Commerce’s Business Education Foundation.


“We are much excited about our new year as we celebrate the successes of our past year. Our chamber
continues to excel on many fronts benefitting local businesses and small business owners. And we will
continue to do so this year with our new slate of directors. The gala will also honor some of the most
outstanding businesses and individuals who continue to make Kern County thrive,” said Jay Tamsi,
President/CEO of the Kern County Hispanic Chamber of Commerce.
The following is the list of honorees to be spotlighted at the dinner:

The Central Region Business of the Year – Recognizes an exemplary Hispanic small business in the Central Region that significantly contributes to advancing Hispanic businesses and the community. Beautiful You Medical Aesthetics is locally owned by Dr. Carlos A. Alvarez & Pam Alvarez R.N. 

“Beautiful You Medical Aesthetics has grown it’s business from 4 employees to 15 in the last 12 years,” says Julian Canete, President/CEO of CHCC. “Dr. Alvarez brings over 40 years medical experience while his wife Pam brings over 30. The expertise and quality care these two provide through their business and philanthropy in the Central Valley is exceptional. They are pillars of integrity.”

In September 2022 the Alvarez expanded Beautiful You Medical Aesthetics to their current location 8313 Brimhall Rd, Building 2000 expanding to over 7,000 square feet where they pride themselves in providing state of the art services to ensure their diverse clientele receives the best service in a beautiful environment. The services range from skin care products, facials, massage and more in-depth youth preservation services.

The CHCC Entrepreneurship & Community Excellence – Recognizes Hispanic leaders who exemplify and excel in impacting their community through their entrepreneurial spirit. For over two decades, Jay Tamsi has been a champion and advocate for entrepreneurs and small businesses. He is a small business owner, Tamsi Consulting, a marketing and strategic planning business catering to public and media relations.

“As KCHCC President/CEO the last 12 years, Jay has increased membership throughout Kern County’s rural areas by 400 percent in 12 years which contributes to job growth and economic development,” says KCHCC Board Chairwoman, Olivia Garcia. “He has made an extensive impact and commitment to entrepreneurship and small businesses by being the founder of the first ever Kern County Small Business Academy (English and Spanish).”

The KCHCC Small Business Academies are an eight week extensive course providing resources including – starting a business plans, marketing, incorporating your business, customer services, business banking, tax audits, and more. The academy’s are SBA certified.

Since the KCHCC small business academy’s have started in 2013, over 2,500 entrepreneurs and small businesses have graduated the bilingual offered academy. This results in 35 percent of job creation in Kern County to this date. These unique academies have resident’s as far as Fresno and Los Angeles entrepreneurs and small businesses attending the quality and high profile academies.

Prior to his role at the KCHCC, for 12 years Tamsi credits his efforts at Dreyer’s Ice Cream for allowing him to expand on research and development which then led him to job creation for the brand companies. Dreyer’s in Bakersfield, the research and development administration is the largest ice cream plant in the world – creating thousands of jobs. This alone contributes to World’s economy and makes a huge impact in many Countries, States, and our local Kern County communities. Brands: Dreyer’s, Nestle, Haagen Dazs, Skinny Cow, etc.

“Overall our community and the State of California is well trained and equipped as trained entrepreneurs and small businesses  because of the work we are doing in Kern and across the Central Valley,” says Tamsi. “I believe in every chamber member, diversity equity and inclusion, and most of all the passion to serve as a quality servant to my members and all California residents.”

David A. Torres, Managing Partner of Torres | Torres Stallings has been a long-time supporter of KCHCC and the community at large. In 2009, Torres was honored as Kern County Hispanic Chamber of Commerce Businessman of the Year. Torres has been a member of KCHCC for decades and during his tenure as an active member he has served in the past as an ambassador, advisor, and legal counsel to the chamber. He contributed much of his time to assist various members, especially small business owners and entrepreneurs. During the KCHCC Small Business Academy, Torres is a presenter during the series of the academy and an inspirational speaker at the academy graduation. Torres believes in helping others achieve the American dream and truly cares for small businesses who make up the bulk of our Country, a true advocate he is. 

Shortly after the Covid-19 Pandemic, in August 2020, Torres, along with Jay Tamsi and HA Sala joined forces to create the Kern County Latino Covid-19 Task Force initially, to bring awareness of the coronavirus to the Latino community.  As the task force evolved, its mission rapidly expanded to include all citizens of Kern County because of the need to educate and protect the citizens of this county. Since its creation, Torres has appeared in numerous television commercials and interviews in both English and Spanish mediums, informing the public about the need to remain Covid free and the importance of washing hands frequently, maintaining social distancing and avoiding large gatherings. Torres continues to volunteer his time at testing sites and numerous mass vaccination sites sponsored by the task force. Torres was extremely instrumental in organizing the vaccination of 3,000 plus Farmworkers in Kern County (March 2021) as well as the visit by Dr. Jill Biden and Governor Gavin Newsom to the historical UFW 40 Acres in Delano.

David A. Torres earned his Bachelor of Arts degree in Public Administration from Cal State University, Fresno and his Juris Doctorate degree from Gonzaga University School of Law in Spokane, Washington.

Through his work at the KCHCC, Tamsi is responsible for building up membership and assuming leadership roles and boosting the local business economy by developing and implementing the KCHCC Business Academy programs, which are eight weeks in length and has served and prepared over seven-hundred entrepreneurs and new business owners within the past years. Tamsi continues to reach new successful milestones for the KCHCC. 

In 2020, Tamsi co-founded and is the project manager of California’s first Kern County Latino Covid-19 Task Force to save lives through outreach, education, and awareness to find solutions to the disproportionate social and economic impact of Covid-19 on the Latino Community. Tamsi has been recognized by Federal, State and Local officials for his efforts and distinguished endeavors on flattening the Covid-19 curve.

For six years Tamsi proudly served as a California Hispanic Chambers of Commerce Board of Director, as the Central Region Director which he leads chambers from Bakersfield to Chico, now he is the Chairman of the  Central Region.

Most recently, Tamsi was honored to be the Master of Ceremonies for a special Congressional Gold Medal ceremony honoring 35 Filipino World War II Veterans heroes. He was honored to represent his Filipino culture as the grandson of his late grandfather, a proud veteran of the United States Army, Marcelo Sabado Tamsi as well as his living father, a proud veteran of the United Stated Air Force Jim Tamsi, Sr.
